You can not create Custom Compendium entries in Roll20 for normal i Compendium interaction or to be used in the Charactermancer.
Creating & Editing Compendiums is a popular feature request, but not a feature that exists in Roll20. Roll20 consider the current, internal tools used for the compendium system needing more work, before Custom Compendiums can even be considered to start working on a user-accessible version. No timeline have been give when it might eventually get done.

In the Roll2025 – A Peek into Roll20’s Future, by Ankit Lal (CEO)(Blog)on Jan 17 2025, there was no mentions of Custom Compendium, but other popular requests like Foreground Map Layer was planned for released.
Workarounds
- Proinfo: Creating a Library Campaign from where you transmogrify pages, NPCs, handouts, and maps when needed to your active game campaigns.
- Proinfo: Creating Mod commands to quickly add new spells/items/weapons to your players, to skip having to manually enter the info into the section, having seen the handout for it.
